1) Do you have to setup your user names and passwords in Windows 95/98 first using the control panel, or can you just setup your users with Windows Security Officer 98 ?
You need to create users in Windows 95/98 first using the Control panel.  Also you can create user's passwords in Windows 95/98.  The password in Windows is not the same as the password required by Windows Security Officer 98. Windows Security Officer 98 only checks passwords that you have created in the Windows Security Officer 98 program.

2) Do you need to have an administrator for the system or can you just create users and passwords ?
It is not necessary to have an administrator, however your system will be more secure with one.

3) How do you edit the settings of a user profile that has no access at all to run the security program ?

You have to log-in as an administrator and click the menu item "File / Open Registry" in the configuration window of Windows Security Officer 98 and choose the desired user to load their data from the Registry. After you have modified their restrictions you need to save the data to the Registry by clicking the menu item "File / Save to Registry". When user next logs in Windows will start with  the new configuration for this user.

4) What do I need to do if I can not get into my computer ?

To clean the Registry of all restrictions You need to run uninstall.exe in the directory where Security Officer was installed. If you can not get into your computer you should try restarting Windows in Safe Mode or use a Windows Startup Disk if necessary.
If you use unregistered copy of the program anyone will be able to remove all restrictions by using uninstall.exe. If you use a registered copy of program then uninstall.exe will work only after checking for an administrator's password.
